There has been much focus and discussion concerning data off-loading and the associated use of Wi-Fi to achieve this. The use of Wi-Fi is resulting in significant spectrum and network savings for operators and has proven to be a valuable addition to the network deployment toolkit.

Conversely, where Wi-Fi is not an option, the operator has no alternative but to provision the backhaul network to its maximum capacity in order to support user requested content, even if there is no revenue generated for carrying that content.

Predictions for mobile traffic loads say that 60 – 70 % of traffic content will be mobile video. This surge in demand will heavily skew capital and operational costs in order to cope with the impact of content that will, most likely, not increase ARPU. Today, operators are looking at ways to manage this traffic and find business models which could commercially monetize this data.
