Local Connectivity works by using intelligent software which provides local information about which calls on the BTS are local, detecting subscribers present on the same BTS location, or BTS clusters. This system allows the central switch to remain in full control of any call, effectively extending the existing central switch to the local site by means of standard signalling software.

This solution does not affect the mobile operators existing call control architecture, nor does it impact the standard signalling protocols of the core network or processes such as subscriber services, network management, billing and O&M, all which continue to work in the normal way.
